Subject: Underwater Inspection and Removal of biofouling

1. Introduction
We are currently working on a potential vessel decommissioning project in which Vendors are required for the below scope of work.
2. Project Scope of Works
2.1 Background
WE invites qualified vendors to submit quotations for the provision of biofouling removal services on a Floating Storage and Offloading (FSO) unit (Length 298m, Width 62m and Draft 9m).
This scope is intended to support regulatory compliance and operational integrity of the vessel and must be executed in a safe, efficient, and environmentally sound manner, in full compliance with applicable national and international regulations.
2.2 Scope of Work
The vendor shall provide all necessary personnel, equipment, and procedures to perform the scope includes, but is not limited to:
1. Underwater Inspection:
Conduct a comprehensive underwater survey using Remotely Operated Vehicles (ROVs) and/or certified divers to assess the extent and type of marine growth on the external hull, sea chests, and appendages.
2. Biofouling Removal:
Remove all identified biofouling using approved in-water cleaning methods. Ensure protection of intakes, sea bays, and other sensitive areas during cleaning. Reinstate any covers or gratings upon completion.
3. Residue Collection and Disposal:
Collect and safely dispose of all biofouling residues in full compliance with:
(1) IMO Biofouling Guidelines (MEPC.207(62))
(2) Local Nigerian regulatory requirements
4. Documentation and Evidence:
Provide before-and-after video and photographic documentation to confirm the final condition of the hull’s external surfaces.
5. Operational Adjustments:
Include any required repositioning or maneuvering of the hull necessary to comply with applicable regulations as part of the WORK.
3. Compliance Requirements
All activities must strictly adhere to the following regulations and standards:
i) International Maritime Organization (IMO) standards
ii) Applicable national environmental and safety regulations including Nigerian DPR and NESREA guidelines
iii) Policies and procedures (to be provided upon award)
4. Vendor Qualifications
Interested vendors must demonstrate:
a) Experience in Underwater Inspection and Removal of biofouling
b) Valid certifications for personnel and equipment for undertaking scope of work
c) Documented procedures and reporting
d) Insurance and liability coverage
e) Proven compliance with international safety and environmental standards
5. WORK LOCATION
3. Work Location: FZE, Tarkway Bay, Ladol Free Zone, Lagos Nigeria
4. Ferry transport for Vendor’s personnel
5. VENDOR to include the following in quotation:
• Vendor to provide all prices using (Surface area – m2 as Unit of Measure)
• Project timeline and mobilization plan
• Commercial offer with itemized cost breakdown
• Method Statement
• Relevant certifications and references from past projects
• Provide a copy of your governing guideline document and statutory licenses
6. Price shall inclusive All consumables, equipment, personal, supervision and other cost associated with the scope of work.
4. Quotation Submission Deadline
You are requested to submit your technical and commercial proposal not later than 5 pm, Tuesday, 4th of November 2025.
